Mahogany Bay is just a 5 minute drive from Dixon Cove where Roatan Dive Center is located. Their website says cruise ship passengers should email them for reservations for a dive excursion or to ask question. It appears that they will pick you up for dive trips and return you to your ship. If you want to explore the island on your own from Mahogany Bay after you go through the Dufry building into the port area there will be people selling excursions. Go to your left (I think) at the fountain to exit the port area. There you will find taxis and more people selling shore excursions. Coxen Hole is a 15 minute drive from Mahogany Bay. If your ship docks at Coxen Hole it is very easy to leave the port area as well. Just walk through the shop area and there are plenty of taxis and people selling excursions. The dive shops in Coxen Hole will also pick you up and return you to your ship if you book in advance of your cruise.
