Yes, there are several places to rent bikes in these areas, most of them are located near the beach, but you can easily ride around to the bay side with them. One popular place to rent is Hamel's in the Mission Beach area and another is Ray's. There's also Pacific Beach Rentals and Cheap Rentals.
