I fixed it. FPS was dropping to 30 when RT/dlss was enabled, but problem is not with rtx features or 'compute' option, it's the game which mismanages VRAM. There are two ways to fix it: option 1: Turn texture to low, fps will stabilize in few seconds, then turn up the texture to ultra nightmare.
